Seymour James and Steven Epstein both served on the New York State Bar Association's Presidential TASK FORCE FOR THE MODERNIZATION OF CRIMINAL PRACTICE. The task force report recommending that the state’s town and village courts be consolidated into district courts, and that non-lawyers no longer be allowed to serve as judges, is now the official policy of the NYSBA.
